Summary/Abstract: States create international architecture to strengthen the density and spreading of information which reduces the tendency of impropriety. In this manner, arrangements can reduce the costs of negotiating and implementing agreements as long as they reduce the need for states to monitor whether the agreements are respected by the other participants, thus promoting trust and cooperation. By strengthening the density and the distribution of information at the international level through international institutions, states have the ability to change anarchy that fits their interests.
