ELECTION AND POLITICAL REPRESENTATION OF NATIONAL, ETHNIC, RELIGIOUS, LANGUAGE MINORITIES AND OTHER SOCIAL GROUPS

Summary/Abstract: The article focuses on problem of political representation of national, ethnic, religious, language minorities and other social groups in elections in the world on the base of theoretical and practical approach. In the theoretical part of the article the attention is paid to operational research of voters categories: ethno-national category, ethno-racial category and ethniclinguistic category. Three main state policies towards investigating minorities are analyzed: privilege policy, neutral policy and restrictive policy. It is underlined that contemporary privilege policy makes up vital element of standards of democratic elections and the origin and functioning of restrictive policy is especially emphasized.
