While presenting the major turning points in the development of the ESDP process, main aspects of the ESDP, namely the institutionalization and operationalization phases, which play an important role in the evolution of the Turkish position, will be put forward. Afterwards, essence of the problem will be laid down and the basisof the Turkish position will be examined from an analytical perspective. Furthermore, determining factors of the EU policy towards Turkey in the ESDP issue will be discussed in length.
