Summary/Abstract: This approach represents an attempt of knowledge, clarification comprehension of activities, motivations and interests of individual political actors without omitting the prominent role of public opinion, that would offer benefits when it comes to establishing a public agenda. It must be remembered that the role of public opinion in setting the public agenda was always important in democratic states.
