Summary/Abstract: The article is devoted to barriers of local development strategic management connected with local authorities personal traits. In the initial part of the article the author presents the concept of local development. Next, he defines the category of local development strategic management. Then he enumerates all the groups of identified barriers to the mentioned above management and starts a detailed discussion of those among them which are related to personal characteristics of the local authorities. This elaboration is a result of several years practice and research in the author’s conceptualization and implementation of local development strategies.
