Summary/Abstract: The article, first of all, analyses the problems concerning the punishment of juvenile offenders and the interwar Lithuanian penal law which influenced and regulated the punishment and guardianship of juvenile delinquents. The authors also discuss police activities in this sphere and the relationship between the police and educational-disciplinary institutions; much attention is paid to interrogators' work done to present the material collected before court. The emphasis is also laid on the issue of guardianship of such delinquent children and the role of police stations and their officials in this process. The authors also claim that the family law was not fully developed in pre-war Lithuania because the relationship between parents and their children (especially in asocial families) was not regulated legally. In addition, the system of collecting data about the immediate family of juvenile offenders on vocation' was not effective enough; it had to be improved according to the realities of Lithuania. The guardianship institutions, taking care of juvenile offenders, functioned independently. As a result, there was no guardianship committee established which could have coordinated a uniform policy of juvenile guardianship and solved emergency problems in dealing with juvenile offenders...
