Performance budget as a management tool for territorial self-government units

Summary/Abstract: Performance budget is a tool of modern management in public sector. Implementation of such construction is aimed at improving finance management by linking financial and material aspects of implemented activities with their effects. The paper presents arguments for and against implementation of performance budget at territorial self-government level.
