Nowe koncepcje i instrumenty polityki regionalnej w Unii Europejskiej a rozwój obszarów wiejskich w Polsce
New concepts and measures of the regional policy of the European Union and the development of rural areas in Poland

Summary/Abstract: There has been insufficient progress in addressing the development problems of rural areas and this urges the need for adopting measures and a new integrated approach of carrying out development policy in Poland. This article tackles the new measures of regional policy, of the European Union, which create an opportunity for better cooperation between urban and rural areas within a concept of a functional region and rural-urban partnership. The analysis is carried out in the context of a territorial integrated approach to regional policy as well as a process of shaping and managing a regional policy in Poland after the EU accession. The study also explores the role of institutions and good governance concepts in this process. Niedostateczny postęp w rozwiązywaniu problemów rozwojowych obszarów wiejskich skłania do poszukiwania instrumentów i nowego podejścia do prowadzenia polityki rozwoju w Polsce. W artykule analizie poddano nowe instrumenty polityki regionalnej Unii Europejskiej, oferujące możliwość szerszej współpracy na linii wieś–miasto w ramach koncepcji regionu funkcjonalnego i partnerstwa wiejsko-miejskiego. Rozważania prowadzone są na tle koncepcji zintegrowanego podejścia terytorialnego w polityce regionalnej, a także procesu kreowania i zarządzania polityką regionalną w Polsce po wejściu do UE oraz roli instytucji i koncepcji dobrego rządzenia w tym procesie.
