Summary/Abstract: New demography in Europe, which results from persistent changes in population reproduction patterns, defines a new context for development. The paper starts with a brief description of the main features of the reproduction process over the last 60 years. Then it focuses on future developments in the age composition according to the 2010 population projections by the Eurostat. Referring to the age structures of the 27 member states, both commonalities and differences in trends are taken into account to highlight country-specific effects. Consequences of demographic changes for public finance are then analyzed in the framework of development policy, which puts a special emphasis on social investment. The paper concludes that priorities given to human capital development and optimal use of available labor resources should be reflected in the level and structure of public finance, with a simultaneous reduction of some passive transfers.
