Summary/Abstract: Wishing to answer the title, the author emphasizes advantages and credits of the libraries for development of culture, education and science. Social role of the libraries is particularly highlighted as one of the most important reasons of libraries' survival in the virtual 21st century. Noting that B&H libraries are working in poor conditions, examples of good practices are highlighted relating to preservation of national heritage with new technologies, especially digital preservation.
