Summary/Abstract: Who needs Bosnia and Herzegovina as surrogate state, humiliating limited by Annex 4 of Dayton Peace Agreement, which is really octroyed constitution of this country? To answer this question it is necessary to have more space but we have at disposal here. So, we will focus only to two questions: absurdity of existing constitutional limitations for functioning and development of Bosnian-Herzegovinian state and society, and the role of international and local centres of power in production of actual crisis in this country. By Annex 4 of Dayton Peace Agreement Bosnia and Herzegovina is absolutely disempowered in several basic state attributions. Besides, although they are not states, its entities have certain characteristics of state. That has very negative reflections in all important segments of society, from economy and politics, though education and science, health and social protection, to the culture and sport, including even difficulties of including into process of Euro atlantics integrations. Without removing existing anomalies in this country system, its comparative preferences for prospective development, that are numerous, could not become prominent.
