Summary/Abstract: While the rise of Russia’s soft power has yet to pose any serious threat to the pull of the European Union, it may effectively restrict EU influence among countries covered by the Eastern Partnership program. With authoritarian governments consolidating their grip on most of the post-Soviet states, the European Union should directly target their societies who — convinced about the benefits of integration with the block – would be more determined to force their rulers towards democratization of political systems and towards socio-economic modernization. Such measures should also target Russia, where the EU should cease to fear bringing its soft power to bear.
