Summary/Abstract: Among the European Union’s traditional members, we can distinguish two types of public function: on the one hand, the career, on the other hand, the employment. The career system is characterized by the division of the public office in levels, degrees and body. The recruitment is usually made from the lower functions, the promotion is the result of a nomination, sometimes followed by an internal competition. The employment system is characterized by a recruitment for concrete posts on a determined period often by means of open contests.
