IMPACT EVALUATION FOR EU FINANCED PROJECTS

Summary/Abstract: Projects are the principal way of creating change. Weather change appears or not is an essential question not very often considered. Within projects, only inputs (resources) and immediate project outputs (results) are usually analyzed. Given the growing number of projects financed by the European Union, it is necessary to evaluate the impact of these projects or, in other words to analyze the effects created through implementing the projects and check if goals are achieved or not. Although the costs of an impact evaluation are often high, the obtained information can contribute to the improvement and development of current and future projects, programs or policies, and finally having positive effects on regional development and the welfare of the population. The article concentrates on the advantages of projects’ impact evaluation and presents the opinion of some Romanian project managers about impact evaluation in the case of projects financed by the European Union.
