Summary/Abstract: During the period of research is seen a rapid numerical growth. In principle this is a positive course of actions. However, it is taken very quickly, voluntarily, disregarding the practicable potentialities of the country. Therefore, this process leads to changes to the worse in the quality of higher education. Contradictory tendencies are seen in the political life of the universities. On the one hand, there is a consolidation of the retrograde elements amongst the teaching staff, those who against the forthcoming liberation in the regime. And on the other hand, the students and some of the teachers manifested acts of opposition. Several universities showed semi-successful resistance to the attempts at repressing of teachers and students, publicly manifested their disagreement with the actions the governing élite or with the official ideology of the regime.
