UN's Legitimacy in Globalization Era: Sources and Resources

Summary/Abstract: Discussion on legitimacy is fundamental in any debate on action entrusted to governments in sovereign states by means of democratic representation. It is all the more important when there is a need to delegate authority and power to international organizations. When interests of various actors differ considerably justification of legitimacy becomes crucial. The Charter gives the United Nations a consistent mandate and the legitimacy associated to it. Nevertheless, in situations of crisis, when painful dilemmas about action vs. no action, or about unilateralism vs. multilateralism divise the international community, the pros and cons are re-invented as if the issue is brand new. This article argues about the inherent and universal legitimacy of the United Nations, while revealing some of its limits. The author implies that in the era of globalisation, the world organization needs a review of its legitimacy as both source of authority and resource for effectiveness.
