Summary/Abstract: The documentary heritage of Bulgarian state institutions, more particularly the central state administration in the 1879–1912 period, is viewed as a new approach to their history at the time of initial development of modern Bulgarian statehood. The adaptation of public culture in Bulgaria found expression in the numerous official publications of Bulgarian ministries, which features a considerable portion of the documentation used for government ends. Along with its governmental functions, this literature had a number of other purposes, particularly educational and socializing ones. Bulgarian institutional structure acquired a finished character by the time of the Balkan Wars, complete with an administrative model of storage of archive documentation. The absence of full archival legislation permits research of value orientations that formed and preserved the archival stratification characteristic of the period.
