Summary/Abstract: Risk management involves the identification, evaluation and generation of risk management options / opportunities affecting / capitalizig on national goals through an integrated process at the national level, involving all agencies and services of the national security system. In the global society, a single information service can not identify and manage all risks, threats and vulnerabilities associated with national security, sometimes even those that it is responsible for. Thus, it is necessary to develop scenarios that primed the entire national system of sensors, sources of intelligence collection and analysis.
