Summary/Abstract: The preoccupation for the assurance of some satisfactory security standards has been and it will be present in all époques and at all levels, from the individual to the collective one, national, regional and global ones as the effect of the globalization process. The accent for one aspect or other has been determined by the specific characteristics of each period. Obviously, the present time orientation is towards regional and international security systems. Whatever the level may be, in the centre of the preoccupations to create a necessary environment of security it has been the assurance of the conditions for the state existence and for the protection of the human being.
