Summary/Abstract: Before recommending “peacekeeping operation” treatment, the international community must make the correct diagnosis of a problem: there must be “peace” for it to be “maintained,” all involved parties being willing to stop fighting and accept the United Nations role in settling the dispute. Security Council members must agree on a clear and realistic mandate, mentioning the desired result, and the troops must be completed in a well established period of time. International community must be prepared to keep up with the new requirements. It is essential that Member States achieve a consensus and support the United Nations in all aspects: political, financial and operational so as the United Nations to be a credible source of peace. Peace process, institutions building or rebuilding of a country, however, require time. And peacekeeping troops must fulfill their mandate with professionalism, competence and integrity.
