Genesis and Structure of Cultural Policy in France

Summary/Abstract: French cultural policy is often regarded as a „model“. However, in France its „crisis“ has been regularly diagnosed since the mid-1980s. The strength of this disillusion is partly due to an overestimation of the coherence of the initial model. Coming back to the foundations of the French cultural policy system, this paper shows that most of its current difficulties stem from the ambiguities and contradictions set at its foundation. By doing so it proposes a critical overview of the legacy of a policy which has been strongly developed in the last 50 years. In the meantime, it analyses the main current difficulties and their causes. It ends by proposing some new ways of tackling these issues.
