Summary/Abstract: In the information society context, the holistic approach to information management often refers to information as a resource. This attitude allows to understand the information resources management as a tool to strengthen the institution’s and organization’s strategic positions and to ensure customers of the effective information supply using modern technologies. The public sector processes different types of information to maintain the effective functioning of the state and municipal institutions. Access to public information increases the economic and social effects by offering additional revenues and profits to a business entity. The aim of the study was to define the theoretical information management paradigms, to analyze and evaluate information processes in Lithuanian ministries. The qualitative analysis (experts’ interviews in Lithuanian ministries) indicated that there are no coherent information resources management policies and strategies; information management and coordination responsibilities aren’t concentrated in one institution; Lithuanian ministries use different information systems which create the interoperability problem and cannot provide an effective information dissemination among the ministries; public relations departments or the appropriate professionals are responsible for information services and products (reviews, analytical reference materials, reports); control of information processes is concentrated in information technology operations and its safety and archival documents’ management audit.
