The Ukrainian Policy of the EU: Previous Neighbor or New Candidate?

Summary/Abstract: The history of bilateral relations between Ukraine and EU goes back to 1994, when the Partnership and Cooperation was signed. It came into force on 1 March 1998. On 11 June of the same year a Programme of Integration of Ukraine into the European Union was adopted by a decree of the President of Ukraine. However, over fifteen years have passed since, and even now we cannot confidently say that there is a clear ‘integration to the EU’ perspective for Ukraine. In this context, this article will examine the EU’s policies towards Ukraine from the early 90s to the present day. And also in the context of recent developments in Crimea it will make predictions about possible policy changes regarding the future of Ukraine-EU relations.
