Summary/Abstract: The answer to the question whether the goverment’s budgetary policy of the country is and can be in the future an effective instrument to stabilize the business cycle and response to macroeconomic shocks in the absence of the instruments of monetary policy and exchange rate is very important, especially for countries that are preparing to the introduction of the euro. In the analyzed period Polish fiscal policy had a counter-cyclical nature only at certain times (2005, 2009-2011). The necessity of using fiscal instruments to stabilize the economy is emphasized in numerous government documents. However, it has not carried out important reforms in public finance, or structural reforms, which might influence financial consolidation of the sector.
