Implementation of the partnership principle within human capital development policies at the regional level

Summary/Abstract: In 2007-2013, Poland has been implementing the Human Capital Operational Programme co-financed with the European Social Fund, one of the financial instruments of EU cohesion policy. Among the areas of support there are such that enable financing some activities under the social policy. The programme is partially implemented at the regional level by public bodies, but the key principles of implementation of this fund are determined nationally by the minister of regional development. Such a situation determines the question on the management system quality, in particular on the implementation of the partnership principle, which is one of the basic principles of structural funds.
