Summary/Abstract: Historian Nicolay Karamzin in the 19th century put into operation the text, named by him as “A Testament of Ivan the Terrible”. It was dated to 1572, but the manuscript had been older (copy of the manuscript of the 18th cent.). German historian Cornelia Soldat put forward a hypothesize, that this testament is a falsification, produced by A. F. Malinovski between 1805–1821. The paper is devoted to critical explanation of Soldat’s hypothesize. The Author considers, that this text had reflected an intuitive search of the new political reality and simultaneously ― lack of ability of the first Russian Tsar to break the fetters of tradition. This document drew the new image of Russia. Ivan the Terrible ruled of the Russian Tsardom (non patrimonial estate or Grand Principality). It consists of different lands. Many of them were annex ed. This state has borders (foreign borders were mentioned in the testament in the first time). The testament drew an image of Empire ― without of its modern attributes, but with its primary, elementary distinguishing features (for ex., unity under the power of one Emperor, political might, diversity of structure, consolidation of territory with the help of military power, etc.).
