New approach to the strategic management in local government

Summary/Abstract: Currently local governments meet opportunities which redefine conditions of the development process. Demographic factors, state of public finance, and rising competition on the mobile capital market – all of these phenomena require efficient and effective strategic intervention. Changes in the mechanism of the strategic management should be focused on using the strategy as a real and useful instrument of influence. The main goal of this paper is to present a new approach to the strategic management process in local governement institutions. It is based on the main methods: analytic hierarchy process, benchmarking, management by objectives and project management. The usage of these methods increases the chance of achiving some effects which are important for the quality of the strategic management. Firt of all it is possible to limit the number of priority areas of intervention. Secondly it allows to get the objective evalutation of the local government strenghts on the mobile capital market. The mechanisms proposed in this paper also enable to implement the management by objectives policy. However, the key effect of the described approach is to make comunication process between strategic and operational management level easier. In the article there are also characterized the environmental factors influenting the strategic management process. The implementation process of this new approach is also discussed.
