Summary/Abstract: This paper aims to achieve an analysis of the measures taken at the secondary level of education in the first decade of interwar period, underlining that despite the economic, social and political difficulties faced by Romania after World War I, education and culture were seen as tools that grind humanity and create the pillars of the society. This study emphasizes the interest of the legislative power to promote education in order to raise the cultural level of the masses, focusing on the main movements made toward the adoption of fundamental laws that organize studies in secondary schools. Therefore, it examines educational policy in terms of renewal and modernization at the secondary level of education, marking initiatives that advocated the role of schools in shaping the masses and the importance of educational reform in the general welfare of the Romanian society. Overall, it became obvious that in the search for adequate material, social, financial, economic or agricultural solutions, the consolidation can be accomplished only by a deep moral reform, reform which cannot be achieved other way than by school.
