Financial self-sufficiency of local government units in the globalization challenges context (based on Rzeszow rural district communes example)

Summary/Abstract: The aim of the paper is to determine the participation ratio level of the own communes income in total income of Rzeszow rural district communes. Obtaied results were compared to the ratios (indicators) for Poland and for Podkarpackie Province. Conducted research has shown significant diversity of the participation ratio level of surveyed communes. Compared to average for communes in Poland - communes of Rzeszow district have much lower participation of own (communes) income in total incomes. As the major indicator determining the ratio value was considered distance to the central place, which in this case is Rzeszow. An important problem is also diversification at communes development potential due to, for example, landform. The studies allowed to assess that nowadays it is difficult for Rzeszow rural district communes to meet the globalization challenges, it also will be difficult in the future.
