Summary/Abstract: The research thesis of this article is coherent with the following statement: predicting the effects of enacting local spatial development plan for particular area is associated with unreliability and risk of many assumptions and entry data. The main purpose of the article is to diagnose of components of such predictions, to identify the relevant assumptions and to point the components connected with significant risk and uncertainty. Even more risky seems to be determining adequate level of outflows and their localization in time period. Significant uncertainty is also connected with actual occurrence of predicted inflows. As the conclusions Authors suggested set of activities that can reduce the unreliability of predictions.
