Summary/Abstract: The concept of Smart City is a multifaceted approach to the city development allowing to join the determinants which refer to competitiveness as well sustainable and intelligent development. In the article the elements of the concept of Smart City cover six groups of factors: economy, lifestyle, human resources, management, mobility and natural environment. Moreover these areas have to be supported by using available ICT, but taking into account the fact that they are not an aim of the concept of Smart City implementation (multidimensional development is such an aim taking into consideration all stakeholders of a city, i.e. companies – residents – local government). In our study the set of indicators was assigned to each of the six groups and on the basis of this set Smart City index was worked out, which allowed to rank the examined cities. This quantitative approach gives also an opportunity to analyze not only the full index but also its subindexes corresponding to the six determinant groups. This way Smart City index can be used as a tool to identify weaknesses and strengths of the city development. The following methods were used in the research: literature preliminary survey, secondary data analysis and study visits. Monographs and journals were analyzed. Quantitative methods were used to develop an indicator with the use of historical data from such databases as Eurostat (Urban Audit) and CSO (Local Data Bank). Study visits included literature preliminary survey and consultation at University of Glasgow as well as consultation and interviews at University of Barcelona.
