Summary/Abstract: The organization and implementation of logistics services in the public service sector under budgetary restrictions is one of the most difficult tasks. This is especially true in a situation when it requires a change in the natural flow implemented so far, training recipients and contractors on new procedures and the improvement of new processes. This was the case at the time of the amendment to the Act on maintaining cleanliness and order in municipalities (Journal of Laws 2011, No.152, item. 897), which resulted in the so-called “revolution” in waste management. This revolution was the cause of a complete change in market sharing and prices for the collection and recycling of waste. The object of this research was the diagnosis and analysis of the situation in the area of services, collection and management of municipal waste, which is part of the public sector, with particular attention to new roles and organization of processes and areas requiring urgent modification. As it can be seen from the research that has been conducted so far, the market value of the waste reception and handling has significantly decreased. At the same time, other research shows that each voivodeship loses from tens to hundreds millions of PLN per year by not selling waste as raw materials, contrary to the provisions of the EU and it is partially due to the incorrect organization of domestic municipal waste disposal and depositing it in landfills. The aim of this article is to confront the dysfunction occurring in the area of municipal waste management with the dynamics and the current value of raw material prices to show whether the sector of municipal waste disposal is a sector of limited budgetary possibilities or, on the contrary, a source of revenues to raise public money.
