Summary/Abstract: The work of a Parliament must be anchored to several fundamental postulates, such as: diligence, legitimacy, democracy, transparency, integrity, accountability, and responsibility. Parliaments in transitional societies are a window to democracy, human rights and freedom, and rule of law. The Macedonian pluralistic democratic political system is founded on the functioning of its Parliament as a political institution with a developed institutional network and structure. The realization of the mission of the Members of Parliament, elected by the citizens in direct elections, is determined by the quality of infrastructure, the potential of those who work at the Parliament, and the implementation of positive institutional practices of developed democracies. The operation of the Parliamentary Institute as a separate organizational unit is a new element in the functioning of the Macedonian Parliament which contributes to the realization of its constitutional competences.
