Summary/Abstract: Within the framework, we emphasize the importance of policies of opening up regarding the economic taking off of the PED. In this respect, we underline the marginalization of the third-Mediterranean countries with regard to the other countries of the region and the Southeast Asia, as well. We show, in this trail that the differences in term of GDP per capita and in terms of degree of the opening up keep pace for both groups; namely the third-Mediterranean and Southeast Asia. It indeed implies the policies of the opening up in the escalation of distances of growth between both groups of countries. Besides, we insist on the powerlessness of savings third-Mediterranean in terms of competitiveness and attractiveness, which, however, explains the relative weakness of flows entering IDE in this region.
