Summary/Abstract: European challenges for the horizon 2020 increase the pressure on European Human Capital Policy and instruments developing a set of best practices for EU Member States. The research methodology is based on literature scanning review and a comparative study case approach. The analyses forge quantitative data and use problem and objectives trees. We propose a set of principle and values (transparency, community based objective, social relevance cost saving, operational flexibility human capital development, et fallowed by the activities of the Integrated project, searching on outcome, tools and indicator of monitoring, reporting, documents and using all systems in a smart governance case study. The recommendations are also for the different level of decision making process and procedure as tailored policy-brief. At the national Management Authority level our recommendations involve institutional, decisional and procedural processes at regional level, a viable SOPDHR procedure in implementing a relevant, successful project in North West Region Romania. A monitoring, reporting procedure equipped with an adequate indicators kit tools is the add value of the research. Knowledge broker intervention model and smart governance implementation in the case of North West Region of Romania is an outcome of best practices and procedure transfer to Romanian context.
