Summary/Abstract: Applying new conceptual and methodological approaches, this study advances to the next level research on the role of community in transnational processes, the EU’s policy of democracy promotion, the characteristics of normative power, and the universal standing of EU norms. The literature on the role of transnational processes and communities, EU’s attempt to construct its image as a normative power, the relation between norms that guide internal practices and those that guide external practices, and the essence of the normative power concept is relevant to this discussion.
