Summary/Abstract: Recently, a growing body of research has pointed to citizen integration in the co-creation of public goods and services, the form of entity and the circumstances in which public sector organizations function, the fragmentation of political authority, and the effects of political environment on organizations. The objective of this paper is to emphasize the importance of the quality of public decisions, the integration of public values into decisions, the instrumental value of incorporating citizens into both decision making and implementation of public policy, and red tape experienced in the decision process.
