Summary/Abstract: The year 1989 has been symbolically assumed as the beginning of the transition in Poland. The transformation of Polish economy from centrally planned to market one is generally a process which neither started in 1989, nor has finished. It can be applied specifically to competition regulation in two major areas, i.e. competition protection and unfair business practices. The process of creation of competition regulation institutions in Poland is rooted in times before the Second World War, in, among other, Polish cartel regulations, which were significantly different from modern solutions. It has to be noted that during the 25 years since 1989, Polish institutions of competition regulation have been significantly transformed. The aim of this paper will be an attempt to present the forces which might have been shaping Polish competition regulation which led to its current form. The search for such forces will not be limited to law-making processes, but will also include political changes and the development of certain theoretical economic concepts.
