The impact of public welfare institutions on social policy instruments in the area of vocational activation of the disabled

Summary/Abstract: This paper will discuss the changes that have occurred in Poland in the period after 1989, in the field of applied economics of social policy instruments (mainly tax exemptions, grants and subsidies for businesses) in the area of employment and vocational rehabilitation of people with disabilities. The origins of institutions will be presented on the basis of which there have been implemented state policy objectives in this area and the evolution briefly discussed in the period preceding the period of transition. The above institutions with the help of which the state supported social policies in the area of vocational activation of disabled people and maintained their employment, were characterized by an important historical volatility. The article presents factors which are crucial for the evolution of the system.
