Summary/Abstract: The aim of the paper is to prove that an audit could be the example of how to defeat controversy and achieve compromise in all respects of modern economy. This paper presents a statistical tool “Urban Audit” which is used in the European Union as a foundation for a coherent EU information system, serving to obtain reliable and timely data needed in the implementation of various policies including regional and urban. The study focuses on terminological problems, definitions, which have significant implications for the drafting and interpretation of international statistics. “The Apple of Discord” in this case is, necessary for the efficient conduct of the study, methodology. The key concept here is of course the city. One can and should treat it (city) as a research tool, knowledge and action. Research tool – statistical measurement according to the same principles (subjective and objective variables). Knowledge – analysis, development forecasts and development policy guidelines. Activities – conducting development policy, urban policy, etc. The article is of compilation-analytical nature. It uses the available current and historical legal documents and statistics of the European Union and the Member States (mainly Polish).
