Summary/Abstract: Cultural diplomacy is a matter of mutual knowledge and communication which is meant to create communities of trust and understanding. It obviously contributes to predictability, an important asset in International Relations particularly in the Security area. However, the mutual knowledge of each other's culture does not, per se, create trust. The existence of trust requires at least some identification with the other. Public and cultural diplomacy paradigms involve the representation of history in a multi-perspective reconciliatory and integrator manner.
