Summary/Abstract: Educational measurement and evaluation is a field, a problematic field. Standardized testing is magnificent in its conceptual structure. And it is “out of control” in educational practice. The differentiation it makes among students, schools and countries can lead to respect for individuality, custom and creativity. But much of the differentiation by standardized measurement is distractive to the curriculum and hurtful to students.
