Summary/Abstract: In today’s dynamic and highly competitive environment, organizations have to devote significant time, as well as human and financial resources to strategic planning and measuring their performance in order to achieve their strategic goals. Therefore, organizations must implement an appropriate strategic management concept and performance measurement system, which is suitable for capturing the value of intangible assets such as employee satisfaction, innovation, and customer and key stakeholders relationships. The facts show that the significance of strategy creating, strategic planning and strategy implementation are more important today than it has ever been so for this purpose has developed some systematic model which is called balanced scorecard concept. The balanced scorecard methodology has built on key concepts such as Total Quality Management (TQM), Economic Value Added (EVA), Activity Based Costing (ABC), Customer Relationship Management (CRM) and Knowledge Management (KM). Every of those concepts are connected to the balanced scorecard method in a special way through some of its perspectives. By using the aforesaid methodology, this paper aims to explain relationship between strategic planning and quality management therefore strategy implementation within higher education institution as a professional organization.
