Summary/Abstract: The word Risk is quite common. However, there are many defi nitions in various scientific domains. There is a difference, though, in defining risk from the point of view of the analyst, and from the point of view of the decision-makers: the analysts, and the intelligence domain, view risk from an epistemic prospective, while the decision-makers, during risk management, view risk from a deontic point of view. The term Threat complicates the confusion even further. What should be done about these issues?
