Summary/Abstract: The study was carried out from the view point of an urban planner and limits itself to answering this one question: whether, after the passage of a century, it is still possible to identify, to preserve or to restore the "spirit of the place", expressed in a synthetic manner by the 1889-1901 regulation. This regulation is to be understood as a cultural and sixial code, formerly imbedded in a large part of the city's urban fabric. From the guidelines and requirements of the 1889-1901 regulation, il has been possible to reconstruct the relationships established between the town citizens and its administration, regarding: flic ereclion of buildings: protection against Hre. flood or other disasters; protection against conflicts generated by inaimpatible land uses. At the same time, the study concentrates on those aspects of the above mentioned regulation which express the view of the citizens, of the administration and of technical experts of the time regarding the quality of life in the city and the image of the city. Tlie conclusions of the study underline two main points, namely the high degree of coherence between the capacity to coordinate urban development and aesthetic requirements and the remarkable attention paid to site, social and economic conditions. Hence the 1889-1901 regulations stand witness to the high degree of urban culture existing at the time, and this fact implies the reinsertion of current planning and architecture in their historical context
