Summary/Abstract: The importance of basic records in the process of establishing a document management system is crucial. Thanks to the records, these days of hyper documents, it is possible to establish an absolute order and system. Of course, the system is possible to establish a consistent application of regulations, compliance with established rules, and continuous staff education. The importance of basic evidence is manifold, both for Filing and archives. For the creators of material core records are particularly important for monitoring lifelong times document, from creation to delivery to the competent archive. Daily use, coping and dealing with the structure, it is impossible to establish without valid evidence. Burden-legal significance, processes determining the authenticity and credibility of the documents, there is no alternative. Basic records are also important and relevant archives. On the basis of the same archives monitor and analyze the situation and the level of arrangement structure or arrangement of office and archival operations. Through archival books are monitored and analyzed by type and importance of the “mature” of archives for obtainment. Archival books in archives and evidence has legal significance in certain procedures. The system records and documents organized order in the making is a key archival approach to processing and aggregating downloaded archive material in the archives. The main factors affecting the establishment of a recognized system are insufficient knowledge of regulations, lack of expertise of persons responsible for these jobs, and the marginalization of the listed tasks in relation to the other daily tasks in registry offices. Therefore, the relevant archives have to constantly work at getting acquainted with the regulations, personnel training realization of annual consultations, sectoral seminars on how to strengthen the awareness of the importance of basic evidence, for the efficient and systematic approach to document management. Through archival service it is necessary to influence the amendments to the regulations pertaining to office management. The same is necessary to reconcile and frame the European legislative framework, so that it responded to European standards, but also the demands of Bosnian transition reality. This primarily relates to the adoption of regulations that will define the issue of electronic records. At the level of the archival service also should conduct ongoing training of archivists in the field of information technology, to make them fully trained not only monitor the situation the same in registry offices, but also to actively participate in creating a legal framework suitable software solutions together with informatics
