Why are not subsidies developmental? An attempt to identify the reasons of the lackof influence on investment expenditures

Summary/Abstract: The article focuses on searching the reasons of the lack of relations between subsidies and local governments investment expenditures. Based on the results of the statistical research and comparisons of revenues from the educational subsidy and the total amount of general subsidies in relation to educational expenditures the size of the latter is assumed to be the most likely explanation, as it often exceeds the revenue from the total general subsidies.
