Issues Related to Non-Budget Financing of Higher Education Institutions

Summary/Abstract: Issues related to non-budget finansing of higher education institutions are primarily aimed to finanse practical and theoretical teaching, as well as to settle other expenses that are related to the work of higher education institutions. Such fundingis made from budget (64%) and own funds (36%) and is insufficient for the needs of faculties, as a result of which there is a lack of highly educated teaching personnel and the lack of laboratory equipment, especially in the field of air traffic and communications. It is therefore necessary to significantly boost funding for the optimal work higher education institutions. In connection with the above is also the problem of space and equipment. Although the university invested respectable finansial resources for adaptation of premises and procurement of the necessary equipment, it can be stated that the current situation is not satisfactory, especially in relation to the development of faculty in the context of achieving standards of the Bologna Process, which is the ultimate goal of all higher education institutions, whose work should significantly be strengthened finansially, primarily from the budget. Bosnia and Herzegovina represents an integral part of traffic system and environment of Evrope. Scientific research of the faculty is focused on the development of transport of Bosnia and Herzegovina as part of the Evropean transport system. Cooperation between our faculty and other, similar faculties Evropean faculties, for the purpose of Bologna reform implementation, is of the particular interest. International cooperation seeks the promotion of new flows in higher education and exchange of experience, as well as the arrival of professional personnel and solving of the issues related to the higher education institutions
