Planning, Organization, Development of Regulations for the Third Cycle of Doctoral Studies in the IT Sector

Summary/Abstract: Passing and adoption of the book of ordinances on the third cycle of the Bologna Studies, the so-called doctoral studies, is in process at the University of Sarajevo. Also, keeping in mind that the new Law on Higher Education in Sarajevo Canton was adopted in late December 2008, activities have been initiated aimed to implement the decrees of the new Law. Since the Law foresees integration of the University and faculties as organization units, the book of ordinances for doctoral studies should, to the highest extent possible, reflect the integration, and should contain many common decrees and procedures related to the structure of studies. In that sense, only certain kinds of studies (natural, technical, humanistic, art, medical, etc.) would be additionally amended and determined by special books of ordinances passed as a part of the unit in charge of organizing the studies. In that sense, it is necessary to synchronize and define measures and ways of gaining the 180 ECTS credits necessary for acquiring this qualification for the students who graduated in the previous two cycles with 300 ECTS credits, as well as for the students who had acquired 120 ECTS credits in the pre-Bologna masters studies, which lasted for two years (according to the law, 60 ECTS credits have been recognized in this study program). Most faculties, members of the University, plan to initiate the Bologna doctoral studies in the following academic year – 2009/2010, that is, in the academic year of 2010/2011. One of them is Faculty of Electronic Engineering. In July 2010, the first generation of the Bologna Second – MA cycle will finish the studies. The doctoral studies at most faculties, members of the University of Sarajevo, including the Faculty of Electronic Engineering, should be of regional importance and should encompass candidates not only from the Sarajevo Canton and Bosnia and Herzegovina, but also from the area of former Yugoslavia and beyond. Target group for the doctoral studies will primarily consist of postgraduate students who will have finished the Second cycle and who will have acquired the MAs in their field by 2009 or by 2010. At least 15% of such students are expected to continue with the doctoral studies. The second group consists of candidates who had acquired their MAs during the pre-Bologna program of studies. Such students continued the two-year master program having acquired the status of engineers at the end of undergraduate studies. Such candidates have, in the meantime, acquired significant professional education and positions at companies in which they work and are expected to be interested in continuing the academic education at the doctoral studies. The third target group consists of young assistants and researchers who received their MAs during the pre-Bologna system of studies. They need to continue the doctoral studies in order to advance academically.
