Summary/Abstract: The aim of the paper is to underline main problems connected to contemporary polish cities. Although there is many papers focused on the issue, the need to add new research perspective, created by implanting revitalization programs in urban areas, seems to be useful. The paper involve description of given aspects of cities degradation in Poland. It also presents blockades of participatory budgeting implementation, which – although aimed to socially accepted goals – reduce importance of core social problem in the same time. There are presented advantages in use social revitalization as a social crisis reduction tool. Authors statements are linked to evaluation usability of the revitalization actions. Empirical data are directly used to present results of participatory budgeting established in 2015 as one city case. It shows some limitations of that procedure, especially its concerning in technical problems, instead of realizing social functions and creation social ties.
